Mounting photos for display

I am entering several prints for competing in a contest. My problem is the rules state the photos must be matted in plain white mats and the photos securely glued so that over the week or more that they are on display the photos don't slip down in the mat or fall completely out of the mat. I just used a spray adhesive that was photo safe and followed the directions and they seemed ok until 2 days later when the glue is letting loose and I can now open the mats. The spray glue didn't hold up. Any suggestions?
I had sprayed the back of the photo and both the exposed mat and the backer board and then pressed together after waiting a minute as directed.
How do you glue the photos and mats?

Two sided tape applied to matt then center photo and press.
Edit: Come to think of it I think the photo gets taped to the backing wich is taped to the matt.

I use http://www.dickblick.com/products/3m-scotch-positionable-mounting-adhesive/ expensive, an alternative and cheap way follows.
2 sided Carpet tape... You may not be able to remove it from photo afterwards. But it will hold and it's thin. Place about a 1" strip where edge is 1/2 on print edge border and 1/2 on backer, then place the mat over all. You will probably only get one shot at placing it.

Thanks for the suggestion, that's what I was going to do but ended up trying spray adhesive. I will try the 2 sided tape.

I've never found spray adhesive to work well. I dry mount most of my prints. I realize that takes a press and special materials. There are pros and cons to everything. Dry-mounted images can develop bubbles over time. Hung prints (such as is described above) can stretch and crinkle with changes in temp and humidity.

To prepare archival matted photos for presentation I recommend using Linco Self-Adhesive Linen Hinging Tape. Using YouTube, search "Lineco Hinging Tape." You will find several videos demonstrating a method for matting photos in a manner that will prevent the photo from slipping. It involves preparing T hinges on the photos. Linco tape is available in arts & craft stores or it can be ordered from B&H Photo or Amazon. I've been matting photos using hinging tape for some time with fine results.

Funny, but that is how I usually mount photos, but thought adhesive would be a better solution. Going back to the hinging tape.

I have been using dry-mount tissue since 1964 and never had any problems with it. It works best with a press but I have used a warm iron and a white muslin cloth in a pinch when not having a press handy. The process is clean, easy and CHEAP. Just do not use too much heat. I highly recommend it. Most any camera shop should have it in stock. Good luck...
