What am I doing wrong?

In the past I haven't had a problem postings photos. When I post a photo I check the box but download does not show up.
I export the image to my desktop then chose the file click store original click add attachment, then click on send. The last two images I downloaded did not have download below the image.

The last image you posted was smaller than the largest allowable thumbnail. Maybe that has something to do with it.
From your EXIF -- 333 x 500
The save original is for larger images. No benefit to saving small ones.
