Polarizing filter will drop your ambient down about a stop (depending what manufacture and style) Using it shouldn't cause any issues that can't be adjusted in post ex:slight color shift.
You will probably want to set your wb to flash if you are able to stop out almost all your ambient (sun) light.
You can try closing down aperture, but if you want to blur your background that would defeat that effort.
And yes, doing flash photography is all about flash/camera sync speed.
