Noise

After traveling to Zion and Bryce this past month I took many pictures. When shooting with the sun in my back my shots were pretty good except I notice that a cloudless sky was too dark blue and I had noise in the blue. My ISO was set very low so I don't think that was the problem, Is there a way in PS that I can adjust the blue and adjust the noise? Here is an example....

Easy, with the Quick Selection Tool select the sky, make a new layer and adjust noise and color to your liking

I get the quick selection, but what tool do I use to adjust the noise?

Use the ACR filter for noise reduction or Topaz DeNoise Plug-in or Neat Image. There are a number of plug-ins to reduce the noise. Also, you could do a Gaussian Blur on that layer to decrease the noise

I like it the way it is. Well done! Wonderful location for pics, isn't it?? Love that area of our great country.

From what I can see here, your photo is very good just as it is. PS has a lot of ways to make adjustments, including color saturation and noise. The adjustment layers and filters are where you go for this.

It does look very nice.
They are looking at the full sized or zoomed version which brings out the worst of any photo.

Uh, skies at 7,000 to 9,000 ft. are dark blue! Nothing like you'd ever see in FL. The one you show looks right for mid day. Can be much darker.
