I can't answer your question but I would install the newer NET Framework. C++ and Visual C++ are programming languages. No idea why you would need them.
If their program was written using software from Microsoft you would need to down load them. The NET framework is needed by programs written by any of the current Microsoft programming package and the C++ and Visual C++ are also needed if the program was written with those languages. So the requirements is legit but there is possible conflict with version. I don't know exactly how but it's a pain to fix that.
C++ is a compiled language so I don't understand why you would need the language. Don't know about Visual C++.

Back in the old days compiled languages don't need anything. Today most of the languages require runtime library to run.

As others have said, some programs rely on an intermediate (middleware) layer to operate properly. Many applications do this. The genuine Microsoft links are a trusted source, so go ahead and do what they suggest.

What do we know about this company? Normally a company will include the needed RTS on their distribution media. I'm thinking that either
(1) they got sloppy and forgot to include RTS as part of this build {more likely}
(2) they have low-priced license that doesn't allow them to include RTS {less likely}
Incidentally, at one time, as a software engineer at a company developing Windows-based software, I was backup "build engineer"; making something which automatically installs itself is more complicated than you might think.

Runtime probably wasn't included because the software is a beta, probably full of bugs and missing features. Installing c++ runtime won't hurt anything. I'd guess you already have several versions installed from other programs you installed. This was my C++ install list.
