Venice. The authorities in Venice have introduced a rewards scheme to encourage higher productivity among members of the municipal police force.
Points will be awarded for fining the client of a prostitute, seizing contraband merchandise, or arresting a drug dealer.
Officers who keep their lavatory breaks to a minimum will also receive more points, with cash rewards paid every six months.

Ummm! Aren't the police being paid a salary for doing exactly those tasks?
Seems like it could be an incentive to plant evidence.

Yeah, but this way those who work harder get a bonus and then the others have to work harder to keep up. Yes it could lead to planting evidence etc, but if you also slap on major punishments for doing bad things and prosecute a few the harder work without cheating should keep going.

Duterte tried that in His Philippine war on drug dealers and his police created drug dealers just to reap the rewards. I visited Manila for a couple of days in Feb. and things were so out of hand that he told the public to shoot the Police if they were crooked.

Here in the states if we need a cop we run to the donut shop.. Only kidding. Our police deserve a lot of thanks for putting their life in the line every time they go out. They are all brave men & woman.

More like shitty assignments and no/slow promotions.
You can only put up with being a patrolman guarding the city recycle center/garbage dump for so long before you start to wonder what you can do to get things to change for the better.

If a cop is not doing his job but needs an incentive to do it, wouldn't it be playing into his hands by being sent to a garbage dump where he won't be disturbed from his sleep during his shift? That way he can be ready to go and do things he wants to in his off time since he got plenty of rest. Doesn't look like a stick to me.
As to no/slow promotions, isn't that because he isn't interested in promotions because of his work ethics;after all he needs incentives, rather he wants promotions given to him because time in grade. He just sleeps harder on the job (sleep at the dump) because no one wants to promote him.
