I downloaded the picture so I could zoom in to view it. The lady's dress has vertical red stripes embeded in it. They do not follow the curves of her body so it is noise. ?? If you scaned a photograph then your ink cartridge is not working or your scanner platen is dirty causing streaks in the darkest areas of the photo. It is just my guess. If it is a digital photo directly from your camera then I would suspect a dirty image sensor. Other than that it is a nice photo.
I seem to be missing something. I thought that noise relates to a lack of data (signal) that is often expressed with under exposure or high ISO. How does a printer have anything to do with an image presented on a video display?? And does noise express itself as stripes in an obviously overexposed picture. Please straighten me out with some hard facts - not random thoughts!!!
