It does. You use Organizer, though. File > Get Photos & Videos > From Files & Folders. Pick the dng files to be converted. Click Get Media. Ctrl+A to select all. File > Export as New Files. Select JPEG, size and quality specify destination. Then Export. You don't need to do it from ACR, which would involve opening the editor and saving each image. It's just a lot more cumbersome than doing it in LR or PS and Bridge

Since you've already got elements, why not use that?
File -> Process Multiple Files
Fill in the source and destination fields.
Check the drop-down menus for File Naming and see if you want to use those.
Image Size? I normally leave that alone.
Finally, the important one: File Type - again use the drop-down to choose the format you want.
Having said all that, I don't know if all the meta data will go with the conversion.
There are several other choices that can be made: Carefully look over the entire dialog box to make sure you have given it all the information it needs.
Also, if this is the first time you'll be using this feature, may I suggest you make copies of your files first and process these copies first so you can see what happens.
You may also want to click on the blue lettered link "Process Multiple Files" at the top of the dialog box.

Mac users should try Thorsten Lemke's Graphic Converter. $40 and great for batch conversions.

The raw conversion engine is brand new in On1 Raw, and handles the conversion much better. I took some raw files, converted them to dng in Lightroom, then exported the dng to jpg.
The free version is just Effects which is a plugin and will not do the conversion. You need Browse which is only available as part of the full standalone Photo package, to do the exporting, which is not free. On1 Photo 10.5 is no longer available anyway.
So to cut to the chase, if you want to do it with On1 software, you'll have to get the $120 On1 Raw 2017.5. You will get more utility out of using Lightroom/PS CC. Especially if you download the free On1 10 Effects plugin. That is another long term solution. There is no easy way around paying for the software you need. Just sayin'

I've not used Elements but in Photoshop you can go to:
File>Scripts>Image Processor and you will find what you are looking for.
I'm glad someone finally mentioned the Photoshop Image Processor! The grandfather and still king of them all.

Photoshop will do that, but you have to set it up for specifics toward handling metadata!

Corel Aftershot Pro 3 is a good alternative to Lightroom and costs under $50.

I'm using Photoshop CS5 (it works for what I need) but wanted something that will process RAW files once I get a new camera. I just bought ON1 Photo RAW 2017.5 yesterday, but haven't had time to try it yet. It will handle RAW or DNG, and offers batch processing. Sale is ending tomorrow!
