Many years ago I had an acquaintance who had a program that could make 3d from 2d jpeg pics. Does anyone know anything about this?

Not possible for true 3D pics. Have to have two separate shots photographed from different points, usually about the distance between one's eyes. Simulated 3D effect can be achieved by moving foreground objects with respect to the background by computer, but the objects still look flat, like paper cutouts. That's how some "3D" animation films are made.

I understand all of that but this was a procedure to simulate 3d and it was great.

Most 3D movies are now shot in 2D and converted in post production, and now the computer simulations are so good they are virtually indistinguishable from films shot in 3D.

It takes a ton of computer power to convert 2D movies to pseudo-3D, but an experienced eye...that is, two eyes, can tell the difference.

Found this on the internet, http://www.sculpteo.com/blog/2016/01/20/turning-a-picture-into-a-3d-model/
I am not certain this is what you are looking for, but is sure is interesting.

Another version, this time in Photoshop and not designed for 3D printing but for viewing. http://www.youtube.com/watch?v=Fh2p0oyGmL0

I have a 3d image, one image, that a local company on long island did for me. It is really awesome to look at. The image was a captive wolf, on top of rocks that make up his den, and it was snowing. I am not sure how they do it, but it is a 3d image made with one image.
It is difficult to see the 3d with the image here, better to see in person.

This is the guy to ask. Tell him about this post, and he can answer here.

I use Zoner Photo Studio and a 3D program is built into the software. I have been doing simulated 3d pictures for a couple of years now. My Grandkids love to have their pictures (the one's they take) converted to 3D.

You will need a 3D TV or monitor to appreciate it, or a 3D projector.

Wrong and right both. I convert to Anaglyph 3D. You don't need a 3D monitor and/or a 3D projector to enjoy the 3D effect. All you need is a pair of inexpensive red/green glasses. You can get the paper based one's for free or spend $6.00 and buy the one's with real frames.

Thanks for correcting. The effect is surprisingly good, too.

Gimp has an anaglyph plugin, haven't used it for a while.
