My whole text disappeared
I may be in the same boat, checked Newegg last night, 17", I5, 1 Terr, 12 gig, and if I remember right it was under $600, I was surprised at how low the price was, new and sold by Newegg, I've had good luck with them , YMMV, Bob.

PP is fairly intense computing, so you'll regret it if you try to go for the cheapest system. I'd go for nothing less than an Intel i7 processor. 8GB RAM minimum -- you'll be happier with 16GB or more, but you could upgrade to that later if funds prohibit it now.
I've been using MACs for 30+ years, but if I were to change, I'd probably look at Lenovo, which took over from IBM a while ago.

Most of those specs would mean darn little to me too, but what puzzles me is that there is no mention the brand in the second... if you don't recognize the brand as a computer manufacturer, I'd stay away from it.
I do not think your budget will allow for necessary/adequate specs for photo processing, unless you do not mind sluggish and inadequate performance. I have an ASUS laptop (for travel mainly)that has an solid state drive, 16 GB Ram, i7 processor.

Check out the Best Buy website. Theere are any number of laptops for 5 or 6 hundred, With 8 mg ram and 1 terabyte hard drive. From various manufacturers
Try to find something with 16 mg of RAM and a dedicated graphics card. The size of the hard drive isn't important, you can buy externals cheap.
I repair and custom build computers for extra income, so I agree, don't limit yourself to to what Walmart, Amazon, Ebay might have listed. I personally will not install anything less than an Intel i5 (4750 Haswell) 5th Gen Dual-core processor, These processors, or anything later (6th or 7th Gen Dual-core) will have higher processing speeds (2.9 GHz or greater). 4GB ram is sufficient with these faster, hyperthreading processors. You should be able to find a $500-600 laptop with these specs.
Take a look at Newegg's refurbished laptops.
I 7 Chip ssd 1T,16 meg ram. Graphic card just enough to work it! You don't need any think fancy for 2D images. So spend your money on cpu memory drive space and do not forget to condition your power source. Charge your battery till full and run it off the battery till a recharge is required. Then recharge then run, yes you can run it of the cable whilst charging no problem. But when fully charged run it from battery.
When I needed a new laptop I went to a local computer store (not a big box store) and told them what I wanted; they asked a few questions (mostly whether or not I'm a "gamer"); the knowledgeable salesperson showed me laptops that would work for me. He reminded me that I would need an external monitor (which I already had). I bought a reasonably priced laptop that slices through my post production work! I am sure that there is a similar store where you live.

Frankly, I'd buy a desktop for PP work. Laptops aren't great for that purpose. And especially on a limited budget like yours... you'll get a lot more computer in a desktop, than you would a laptop.
