Will be flying from Seattle to Paris then to Rome. Reverse route on the trip home. What I'm I going to have to do to fly with a Nikon d500 and 18 to 300 lens. Can I take it as a carry on or do I have to put in checked baggage
Carry-on. Rome and Paris are NOT on the list of restricted countries.

On the way back home it has to go in the checked baggage. That goes for all of Europe now!

What are the chances it would survive the ride are not be stolen? Should I just take a older Nikon 5300 and can I carry the lens with me on carry on?

I checked with my wife and she states it is not a TSA requirement at this time. Since she is a travel agent and the owner of the travel agency, she has to know to be able to advise her clients. The airlines may have their own requirements, but they are suppose to be in alignment with the TSA requirements. Of course this can change. She indicates that laptops may have to be checked baggage eventually. There is a lot of resistance coming from the business travelers since they do a lot of their work on their laptops during the flight. Cameras are "under the radar" for now.

Carry-on only unless you never want to see your camera again.

The airlines are really screwing with us. Maybe it's the baggage handler's union that's requiring electronics to go into checked luggage.
On my last few flights, I carried a backpack - nothing checked. I don't fly any more, so that doesn't affect me.
Put the camera body in checked luggage. The rest of the gear, lenses, cards, brackets, etc., are not electronic or computer equipment, and can return to the US as a carry on.

Jerry - It's not the airlines - they are nearly apoplectic about what the US government is doing to them.
I returned from Africa this weekend after 2 months. I flew through Doha, Qatar. Before the rule change, they were great to make sure I had plenty of room for my extra large backpack with 3 bodies, 6 lenses, laptop, and accessories. On the way from Johannesburg they warned me to check my laptop in my soft luggage - not happy but I carefully wrapped it in clothing and hoped it would survive. When I got to Doha, I was informed that all cameras would need to be checked. Impossible in my soft checked luggage so they checked my camera bag at the gate. They sealed the bag, wrapped it in plastic and sealed the plastic. They went on to give me a liability certificate listing the main gear in the bag and estimated value. They promised special last on - first off service for the bag. Sure enough when I arrived in Dallas, the bag was waiting for me, hand carried to the customs area. The airline apologized profusely and hoped everything was OK, allowed be to test the laptop and inspect the cameras while they watched. Everything was fine.
BTW - I grabbed the back-up external hard drive with my thousands of images and LR catalog and carried it in my pocket.
If the TSA forces this policy on all European flights (with no evidence of a problem or that this "solution" will work) it will be chaos for photographers wishing to carry their gear on board or using the long flight time to edit their work. Be prepared to check everything in a secure rigid case and hope for the best.
Having traveled with my camera from an affected airport. I took the lens off the body (and of course I capped each part), put the body in my luggage and carried the lens on. I also ziplocked my bag. When I arrived the ziplock was not touched and all was intact.
