What bird is this?

Can anyone help me identify this bird? It looks like a Royal Tern, but I took this photo this afternoon in a marshy area attached to Lake Champlain in northern New York and I understand they are rarely seen inland.. This photo was when it was hovering just before diving into the water.

It is a Tern not sure what subspecies.

It's a Caspian Tern. They are very similar to the Royal Tern but are seen inland. I have seen them very regularly at Montezuma NWR in Seneca Falls NY. The Royal Tern would also show a little bit of a crest at the back of its head which the Caspian does not have.
