I have a hunch that North Korean statement was meant more for Far East nations and interest groups, such as the trading community. What t***spired during the 40 years after Hiroshima and Nagasaki is instructive.

Scrolling to the end of the article is a link to another US fleet article. The Vinson is replacing the Reagan which is in Diego for normal maintenance and should by due sometime in April. When the Reagan resumes its Far East duties and if the Vinson does not return to its normal cruise territory, then we might call that a surge. Carrier groups do not replace each other over night, so using "surge" is a misuse of that word. Something implying "ooze" might be more meaningful.
