It does hurt, in the same way that a game of telephone adds loss and distortion for every extra person in the chain.
Your scaler is broken if it doesn't do a better job in one step than many no matter what scale-change you are requesting.

Actually, that was true many years ago, with an early version of Photoshop. Adobe has since improved their resizing so it isn't necessary and may hurt some.
