Then you are confused about how the crime stats are compiled. Each person charged with a crime is documented as being either citizen or immigrant, so the data is completely accurate. There is no ambiguity. We know exactly which crimes are committed by immigrants and which crimes are committed by citizens. It has nothing to do with local scale.
