So been an "active" winter here. The "old man" who refuses to act his age (yes, that's me...lol), slipped on ice, reinjured shoulder with prior surgery. Ergo...more surgery. Been spending lots of time adminning FB groups. My main one...The Thin Blue Supporters Group on Facebook. Was given this image to work with & ran into a prob I can't solve. Look in the center circle at the top. Between "Integrity & Proud". See those intricate blank spaces? Using with a transparent background, it blurs. Can anyone patch up for me? Really appreciate it!! Thanks.

Last summer, in my local travels, I saw two flags in front of someone's house. One was a standard American flag, but the other was an American flag that was all white and grey except for one Blue Stripe going across the middle. I couldn't understand what it was for until I needed a replacement for my own flag and I started seeing them on Amazon.
Now we have Blue Lines painted down streets in between the two yellow lines.
Anyhow, how about doing the flag on the badge that way?
The posted file isn't very big - are you just looking for ideas or a usable edit? If it's the latter you need to post a bigger file.
Here's my quick attempt. I lowered blacks, increased contrast and gave it some edge-based sharpening in Lightroom.

Unable to correct the feature I believe you were referring to.

This probably needs a steadier hand than I can give it. If nobody comes up with anything better it might be a slight improvement on the original.
