Sounds like satire. Says the need is to separate cars from background. So you use various selection brushes, not the pen tool. The pen tool is great for things like putting paths on a map of a garden (a honey-do). But you wouldn't use it for cutting out a car. Either satire, or he never learned Photoshop.
