Put the tripod in checked luggage and save yourself a passle'o hassle. Do not leave it on the outside of any case unless you want it ripped from the case and more than likely damaging both.
When I went out to Utah last year for to see my Granddaughter for the first time, my bag had a couple shirts, underwear, socks and folding tripod, old potato masher flash, a bunch of chargers and batteries. I also had my camera bag with twin lens rollei, Sony a7II, 24mm, 100mm, 200mm, 300mm, and Panasonic DMC-TS6 besides extra batteries, filters extension tubes etc. I had no problem flying out but coming back, Salt lake city airport hand checked the bags.
Thanks for the feed back,I will put it in my checked luggage, problem solved.

When ever I can I carry on my valuable, fragile, equipment. Checked luggage is the last place I would want to have it after having a valuable antique toy train stolen from my checked bag and another item damaged in a separate checked incident.

I always have at least one tripod on my flights/travels and have never run into any kind of issues!

If my valuable/fragile stuff doesn't make it into my overhead bag, it stays home. Nothing goes into the checked baggage but clothing.

when we hear from those who use heavy equipment and must travel with it, we'll get good answers.

18" will fit inside a carry on roller case. As others have said, not on the outside for anything checked.
No problem even on the camera bag, I gave TSA Pre Check done International runs also no problem..

I put mine in the suit case every time I go to AZ. When the stage meets you they will place the luggage on the top and secure it. Just be careful and watch for the bands of roaming Indians that rise up and ambush stages occasionally. Once you reach the city there should be a rental car available and you will be safe.
I usually put my tripod or monopod in my checked luggage. So far so good. I asked once if I could simply carry it, and they said yes. It can be one of your two carry-ons. I would put it in a case, I think.
