why some "download"s come up full page and allow additional "+" enlargement.... others "download"s only 1/2 page and no additional "+".... what am i doing wrong???? thanks in advance

When someone posts a photo to UHH, they choose the width they want within an editor. What you are experiencing as a viewer is just the difference in image sizes that people attach.
800 pixels wide vs. 2000 pixels wide, for example.

The person creating the post controls the size of the image being attached. These are not issues on your end.
