The Nikon TC-16a converter was introduced in 1985 for use with the Nikon F3AF camera. It's basically a 1.6 converter that allows certain Nikon AF cameras to use manual focus lenses in autofocus applications. It will not work on any Nikon cameras from the 1960's as those cameras were all manual focus. It will work on the Nikon F3, Nikon F4, Nikon F801, Nikon F90, Nikon F6 and a few, but not many, high end Nikon Digital cameras.
This coupler might surprise you. I had one still in the box and held in place with the original styrofom protective shipping wrap. I traded it to Roberts for considerably more money than $10 on trade for another lens. I could have had it rewired from a refurb shop and it would have worked quite well on my d700 and provided af service to boot. I traded because I wanted a lens more than I wanted the coupler.
I have one that has been converted. It works well on my D700 and manual lenses. So, one can have a very inexpensive MF 500 mm F4, and use this to make that lens a 800mm AF. The way that the AF works is: MF to what would be close to focused, then hold down the BBF or release, and the TC will focus very sharply. It is a little kludgy, but works.
