I use Macphun Luminar for most of my PP.
Photoshop, a good DSLR, and a lot of time and effort.
You can't do this with out education and effort. Sometimes great inconvenience, dedication is paramount.
Unspeakable joy awaits you...
The rewards amazing,
You don't normally get rich doing this either.and,
You can't do this over night either.
It's fun, and very rewarding, though.
I primarily use photoshop for editing. Knowing my cameras and the way they produce the best images to start with is the basis for any further work I do on an image. Couple that with a bit of time in post processing and that gives me some rather nice results.

Start with a "good" image.
I use Lightroom (always), to tweak them (if needed) and (sometimes) photoshop for more extensive post processing especially if I want to use layers.
I did extensive research and comparative tests on this after Apple's Aperture fell by the wayside. Two RAW converters stood out as delivering the best quality and detail: Capture One Pro and DxO Pro. As the latter does not have a digital asset manager to organize and classify your images I went with Capture One Pro. I recently updated my tests to do side-by-side comparisons with Luminar and ON1 Photo RAW. They are great all-in one options but lack the biting detail and out of the box quality of my original choice. One caveat, Capture One Pro is the most expensive option out there at $299 but worth it imo. You can usually get 10% off coupons from one of their many ambassadors and occasionally there are special offers but as they have just upgraded to v10 unlikely to see one of these for a few months yet.

I use Photoshop Elements 10 and after 4 years I've not mastered all it can do - but I'm a slow learner. Or even use the software that comes with the camera. I have a CANON and have started using DPP (supplied) software. I find it much quicker than photoshop but also quite limited. And feel free to ask questions. I wouldn't know what I know now without the good people on here.

Lightroom for processing. Luck for getting the shot in the first place.
Consider getting started with some of the free post processing and photo editing options before purchasing anything. Photoscape and Raw Therapee are good alternatives to Lightroom, Gimp to Photoshop.
You take the picture with a camera. You make the picture in post-processing.
There are many different philosophies toward photography that probably reflect deep-seated psychological differences. As a statistician, I just shoot interesting stuff, get lucky every once in a while and shoot something actually worthwhile. I use PSE for contrast and do a little cropping if necessary. Occassionally I get adventuresome and play with an image but I rarely like heavily processed images (mine or others). The few images that I have posted received minimal post-processing.

I too am a Capture One Pro (C1) user and love it! If you plan to use a RAW converter that is the best and fastest, I highly recommend it. Others will tell you that leasing Lightroom and Photoshop is the best price. Don't believe it!
Not for a short time mind you, but over a few years, C1 can save money compared to leasing. I have figured out my expenses and for the last six years, I've spent around $45.00 (USD) a year.
Another thing, you actually own the license to use it forever! I've mentioned on other posts how this is very possible... and no I don't get anything from C1 company, I just like their product.

I always use Lightroom to do coarse adjustments, then Photoshop to fine tune anything that I post.
