Lightroom and Luminar

I'm enjoying Macphun's Luminar and currently use it as a plug in to Lr.
I am aware that if one cancels Lr CC, Develop and Map features are disabled. Question is will it allow user to manage (import, keyword, vet, add to collections) so that if one desires, they can use Lr on computer for management and Luminar or other raw editors for editing?
Also, does the current Photoshop remain active/usable?

Photoshop will not work at all
