Absolutely a photo can tell a story. The t..d that disagreed with you may only take abstract photos or maybe he's a young person with no life skills.

I read somewhere that if you have to title an image it doesn't tell a story. I love it when I see a story within a photograph. It's fun and they do but, not all of them.
