Take a look at Affinity Photo. Many Mac folk have used it for a long time. They just released the Windows version and I really like it. <$50 and it does much more than PSE. It does everything through layers which gives you lots of room to explore and revert. I originally was disappointed that it doesn't have a "library" function like Bridge, but there are many available for free. (I'm using FreeStone)
I like Corel Paintshop Pro, but Affinity is easier to learn for those of us with Photoshop experience. Affinity does many things in similar ways to PS so the learning curve is less difficult. And Affinity does a little more than PSP or PSE. Also plugins work.
