With the wide range of options, I was wondering what brands etc., others were using for circular polarizing filters.

Primarily B+W and Hoya for screw-in lenses. I have, on occasion, used square lenses, particularly Cokin.

I've had success using B+W and Hoya. My main suggestion is to get one with high transmission (around 98% or better), near perfect flatness, and sealed edges. The sealed edges I personally think is the most important of the three. And, of course, the filters meeting those three requirements will cost the most. Of course one can always buy cheaper filters - it's only the image quality that gets affect by the cheaper filters.

This site has a great in depth test and summary of the more popular brands.

You can't go wrong with Hoya, Marumi or B&W.

I use B+W brand.
Regardless of brand get multi-coated.

Has anyone heard of or have any experience with "Breakthrough Photography"? They are touting new, supposedly premium filters. Specifically an "X4 CPL 72mm Circular Polarizer - AGC Glass - MRC8 - Nano Coating - Weather Sealed for about $140?

It depends how much money you want to spend and what the final image is worth to you. Tiffen makes a very nice inexpensive filter, so do many, many others, vivitar makes a real inexpensive one and it WORKS, you can go up to LEE filters which, depending on the adapter needed, could cost you up to $400.00 +.
