I have one o those IR flash panels and it works great.
As MT said, that's just how it works.
It will always fire, but you can dial the power down -3 stops, which will contribute very little to the photo.
I've heard you can set it to no compensation "--" for no flash effect but I still see that it does fire during the exposure.
Check out the Christmas photo with the kids and present.

I believe I am correct when I say that what you are seeing as a flash is actually called:" Preflashes".These little pre-flashes happen so quickly it appears as a FLASH of light. The reason this happens is the camera sends out these pre-flashes to get the correct light exposure. These little dudes come back to camera and tell the flash what it should do. It all happens in a micro-seconds. Your camera is working correctly.

Mahalo,I understand how it works now.
I use one of the shoe mount Nikon gadgets to block the light from the built-in flash on my D7000. It works fine.
You have to adjust the flash value until it shows a '--' for the built in flash, normally all values are set to '0', and keep it popped up. It will continue to send the signal to the remote flashes but itself will not fire off. Let me know if you need a screen shot of how it should look.
If you don't want the preflashes, you'd have to turn off the red eye option. Only time you will need it is if you're shooting someone at their eye level with the built in flash.
