My guess-
He saw the cowboy coming after him, so he dropped the bike and decided to "hoof it" on foot! That's when cowboy actually roped him.

Interesting. I guess all cowboys would be proud of him. Bicycle Rustling? And this was in Oregon. Not Texas, Oklahoma, or New Mexico, where cowboys roam.

I suspect Eastern Oregon has a lot of real cowboys.
