Make a selection. then use Edit->Transform,->Flip Horizontal.

Use the rectangular marquee tool, select the area, Edit/copy, File/New (to create a new canvas), Paste, Image/Rotate.You can now select the rotated image and paste it into any image open in PS and drag it to where you want. Save changed file with a new name and exit. Say no to saving it anywhere else.
