I understand the argument, but we use the first option even though we have three cats and have never had a cat unroll the the TP

That's okay unless they use the shower curtain or rug instead!

I had a cat that was like that. It was funny once.
I have 6 cats. Their litter boxes are in the upstairs bathroom (which does not have toilet paper out) and they are not allowed in the downstairs bathroom unless I'm in there, too (it's MY bathroom, and I keep the door closed). Problem solved.
We had a big cat that would actually stand on the seat and use the toilet. That quickly ended.

We've had to buy covered TP holders . Usually we'd have an active roll out, but now the active roll is inside the tube with the spare roll. So far they haven't figured out how to get the lid off.
This is one of the reasons I have a dog. The other reason is that I am allergic to cats.
