For me, there is not enough emphasis on the subject in this photo. The subject is overpowered by the bum.

I know a lot of people like this kind of photography, I am usually not fond of it but I will give this a go. I too do not like the woman's backside being the first thing I notice.
I do like the colors of the vendor, from her size I assume a child. Maybe a crop that excludes the woman. If she were purchasing something from the vendor it would make all the difference
because there would be some connection between the two. As it is there is little she adds to the photo.

This is likely a photo of a 'little person' vendor, not a child
I am not a fan of blurry photography
IMHO this would have had much more potential focusing on an artistic capture of the vendor with wares visible
Rather than the ladies posterior.

I don't get it. Sometimes blur is used to show movement. I'm not sure what this is supposed to be. Anyone want to educate me?

Many thanks to one and all for thoughtful comments. What I'm after is balance of shapes, textures and colors: something nice to look at---achieved photographically. I'm not quite ready to scrap my "bum" image. You can chalk up my intransigence to my terminal condition: nonagenarianosis.

This is not a "blurry" photograph, rather an image made with a deliberate attempt to distort the lines of reality, and make an abstract image from the reality that one encounters everyday..
While I agree that there may be a problem with the composition as the seperation between the vendor and the lady is so centralized that is splits the photo in half, I don't agree with almost all of the other comments..
A real example that "art is subjective..."

Hi, Pilot,
In this case the lateral and vertical camera movement technique (i'm assuming it was intentional) just didn't supply the creative punch that may have been offered by a very different scene
