What should you do first White Balance or Camera Calibration Camera Profile? Why?
I assume that you are asking about the order of work in post-processing. For these two items it doesn't matter. I always do white balance and other adjustments first and camera/lens profile last.

It does not matter but you really should do both before any other post-processing. But even before that, assign keywords if you are in LR or any other program that supports them. Why? Because we hate doing them and usually fail to do so later.
In LR, you can set up a preset for the lens profile (I presume you meant this and not camera profile).
I use ExpoDisc for white balance. That is the first shot of the shoot. I set the balance using the picker in LR, the lens profile with chromatic aberration set to on and then synch the entire shoot. If I switched to another lens, then I update the profiles of those pictures.
Because processing a raw file is just data the order of operation doesn't really matter except within your mind.

I disagree with you. The white balance can affect your perception of the image's brightness and contrast. The lens profile affects shorter lenses more than it does for longer ones. Applying the profile can affect how you crop the photo, local adjustments, and perspective control.

I'm referring to the camera profile used for the photo, e.g., Camera Standard, Camera Portrait, Camera Landscape, etc. These profiles are located in LR under Camera Calibration Drop down. I'm not asking about lens profile.
I usually work from back to front in the ACR tabs, so I start with camera profile.
I used a Macbeth color chart and photographed it using each of my lenses, and each meter mode to establish the color profiles. I use a custom white balance in post on each image. The profiles are stored in ACR and I just pick the appropriate one as the first step. Once that is done, tweaks to other settings dial in the image quite suitably. I don't really worry about WB until the image is in PS.

I have my camera calibration set to neutral the proceed from there
I acknowledge your position. I have a method that I use for every edit. Cropping is the last thing I do. Lens profile is the first thing I do. My white balance is usually very close a needs little to no adjustment.
