Just took a quick glance at the link and first thing that comes to mind is it sounds a lot like Nik. Nik Collection is now free! Many of us paid $150 or more, and we love it, couldn't live without it

From what I've seen it can be duplicated with a little effort in a Lightroom/Photoshop combination.
