I want to open 3 photos into the layers panel. I can do this if they all come from the same folder. But how do I do it of they come from 3 different folders? Thanks.

Photoshop-- File--Scripts--Load files into stack--Select your files. Hope this is what you want.

Or you could put a copy of 2 into the 3rd photo's folder, temporarily.

I tried this and it doen't work. I can't find a way to pick several images from different folders and get this in layers.

Why not just create a separate folder for the 3 and copy the 3 over, if your planing on a collage or composite, you may want to keep them in the same folder anyway. I would and do just that, easier down the road should I want to change something in one of the photos. If you flatten after, then you can get rid of the dupes to conserve disk space. Or open all 3 files, copy and paste 2 of the 3 into the 3rd, You'll end up with 3 photos on 3 layers.

Whenever I'm trying to open three images from different file locations, I'll copy the image files into a location created for that purpose. Makes it a lot easier.

If the 3 photos are in different directories I will open all three in photoshop then if the photos have only one layer I will 1. Put the little mousie on the layer icon. 2. Press and hold the left mouse button. 3. Drag the icon up to the the file tab of the photo I want the layer in **4. While still holding the left mouse button down drag the layer down into the other photo and let go of the mouse button.

**If you turn the layer icon loose without first pulling the layer icon down into the other photo it won't work.

This may sound a little complicated but 'dragging and dropping' is a very quick and easy way to copy layers from one file to another.

Open each photo separately, have one open in the work area, then drag and drop the other two from the photo bin on top of the one already there. As you drop it, it will automatically be on its own layer in the layers panel.
I am assuming you are using PS or PSE - I have no idea how other programs deal with this.

But it begs the question: Why do you want three, presumably different photos, in layers?

You can either put them all in one folder and then open them as one into PS, or you can open them one at a time and then drag them from one tab into the other until all three are on different layers in one of the tabs. There's a trick to this. If you don't know it, that should be your next question.

In Photoshop, the easiest would be to just drag them from Mini-Bridge into your work!

If you use Lightroom and Photoshop it is really easy. From LR select the images, than select menu item 'Photo' or right click on an image, than select 'Edit In' then 'Open as Layers in Photoshop'

One approach would be to put the three images in a collection and then open them 'as layers' from the collection.
That way you don't have to move/copy the images to a different folder.
