Are the Canon SX 40 is and the Canon SX 40 hs the same camera?

The correct name includes HS, not IS. The previous model was the SX30IS, and the change confuses some people.

the IS is referring to the "Image Stabilization" Cheers.

That is correct, in reference to the SX30 only.
