What is the difference between keywords and tags in Lightroom 6?

None. A keyword is a tag. If you don't add them during import, you can use the spray can in the Library Module, grid view to apply keywords on the fly. Also you can tag the first image in a series, highlight all the images in the series, and sync them.

They are synonymous. If you look at LR, the Keyword area actually says "keyword tags". They are the same.
