Judging from the position of the lights, the street you are on is one way, and there is no traffic coming from the right. However, the road has to become two-way to the left, or you couldn't make a left turn. So, the people turning left would be the only people entering the road going to the left.

The street the light is on is a 2 way street and the one coming in to the left is also a 2 way.
