In the Menu Bar, go to Edit>Preferences>Interface and at the top of the page under Color Theme, click on the color you want, then click OK.

i would like to use the background of an old picture -to fill a larger sized background. however, can't figure out how to get the "texture" with the color.
since its an old photo, the background is a bit "speckled" -for a lack of a better word.
i tried patch tool. its ok. is there another way?
hope i am being clear

It sounds as if the "old picture" is too low resolution. When it's enlarged by the software to fill the area it's pixelating. You need a larger version of it.

My photo editing programs... in fact my entire photo editing desktop... uses a low-key gray theme and medium gray background, specifically to avoid influencing the images I'm working on. Also, a plain background and desktop uses less memory, leaving more for the intensive programs to work with.
