I'm sure there are large numbers of officers around the country that interact with the population Tom.
Sadly it isn't deemed newsworthy, so we are only exposed to the negative stories.

very sweet. Kudos to the officer giving the kids some positive memories about the police. When i moved to georgia to police, i was always suprised when the kids would waave with all their fingers. in Michigan it was usually just one.
