A porgie?
That was my first guess too. That is a big one, and may have been intended to be used as bait. We used to catch them in Long Island Sound when I was a kid (50's); fun to fish for with light tackle; the put up a heck of a fight. The small ones were a real pain to clean as they had a lot of bones and the scales stuck like glue; not bad eating but had a stronger fish flavor than anything else I've eaten, except Mackerel which is too strong and fish-oil flavored for me. Reminded me of the Cod Liver Oil that was forced upon us a kids, yuck, but it was supposed to be good for you.
I don't believe it's a striped bass. The mouth was small like a sucker not like a striper.

How long is it? Size might help in identification.
Bud
It was about 13-14 inches long.

It is not a stripper. Google shad and look at the pictures. It is a shad.

And a striper does not have that deep a body, especially a small one; they are built more like a trout.
