how to fix a slightly blurry photo

I used Topaz Impressions to make the blur work or me number 1 is the straight photo where the quail are moving the other is where I added a painterly effect

I've done that (in general) "saved" a flawed image by applying some effect or altering the image drastically. Usually I just hit DELETE. But wildlife is tough.

yeah I have tried to get those babies to be still for days but no luck. I have a motion stop trigger but have not figured it out as yet.

To be truthful or even Blunt a bad image more often than not isn't made better adding effects, the best processing is Delete!!!!
And your right wildlife is a bitch to photograph, but Mother Natures kids deserve the time it takes to get a great or even a good image i.e. sharp and detailed.

just was playing around as even bad photos can be stepped up a little though they will never be good photos
