What speed ,ISO,And Aperture setting on the first two I have yet to get what I would call a decent picture of moving water with or without a tripod. HELP

First one was Shutter speed 1/4 sec, F-stop f/20 and ISO 100.
Second Shutter speed 1/4 sec, F-stop f/36, ISO 100
14kphotog, Yes I took that shot at the body slides. I used to run those slides when I was younger man. Allot of fun and allot of pain.
