Resize before cropping ... will it make a difference in quality

Having some difficulty getting my head around this. Did some searching but didn't find this particular issue. I'm wondering if there will be a difference in the quality of the image if one were to resize first (I use ON Resize) then crop out the unwanted or just crop the original. This first is my original image. #2 is a crop of that image. #3 is a crop of a resized (to 16 x 20). Nikon D500 with Nikon 200-500mm at 360mm. Your help will be appreciated. Thanks,

Both images are equally sharp but, for some reason, the cropped image has more contrast and color saturation.

Your answer lies in the birds leg band .... Check all three downloads of that band and the ID markings .... Zoom up on the band after downloading ...ah yes ...

Thank you everyone. It definitely looks like upsizing before cropping results in a better image. At some point I would like to understand why ... But then again, that's really not necessary. I have always cropped the original, but if viewing/printing a larger image is in the plan, it looks like resizing first is better. Thanks again,
