I would appreciate some guidance on whether this is in focus and how to tell when weeding good from bad ( my eyes say yes but dont trust them enough to believe pin sharp with out outside comment)

Yes....it is soft and in Elements you just choose the magnyfiing glass icon on the left side then click the picture until it's as large as you want it.
Or you can choose "view>Zoom" also.
Yep, out of focus just a smidgeon...but what I wanna know is what kind of bird is that? It's a new one for me. Can't say I've ever seen a blue and yellow bird like that.

It seems everyone is in agreement it is soft, however to determine why it is soft more information is needed. What is the focal length of the lens? How far from subject were you? Where you using auto or manual focus? Was a try-pod used? And have you tested your lens to ensure it is not soft at that distance? I hope these questions help?

After a closer look I believe it is camera shake. There is ghosting on the top horizontal edge of the feeder and on the crown of the bird. It looks as though the shutter release was punched and not slowly depressed.
I have accumulated many a tail of adrenaline screwing up what was a perfect shot.
I am surprised that my NAT GEO birds of N.A. does not show this bird. You attached a great site and there it makes the bird out to be fairly common. I read further, and see this bird is common in the UK... Now I am not surprised... lol Your Blue Tit is banded. Beautiful bird...
If you are using the LCD screen for seeing your subject, it could be your eyes. If you are using the eye port, you might be able to adust what you see to your vision.
