I thought that there was a law but they use the Religious factor here, in as such in other counties which are not Old Order, they have lights etc. . In the last several years there has several buggies fatalities.
Crashes between buggies and cars still happen here in Lancaster County but not as often as before the lights were required. Mostly due to people driving like maniacs and not respecting the horses. Also, there's a problem with drunk buggy drivers but that's not as bad as its been in the past. There are a lot of roads that wind thru the plain people country and there are a lot of plain people living near or on major township and county and state roads and there are a lot of buggies out on the weekends when the tourists show up, a recipe for trouble. As you can see from my avatar, I ride a large motorcycle and I ride the back roads of Lancaster county all the time. I always respect a horse and buggy on the road and do what I can to not spook the horse or horses and never cut them off like many tourists do.
