What is the difference between opacity and fill

In photoshop in the Layer adjustments what is the difference between opacity and fill. To my untrained eye they seem to do about the same thing.

Country, I was taught that the Opacity is how hard the pen would be pushing on a paper if we were coloring, and the fill was the amount of ink that you wanted to use. Simple for me to remember.
