Not in any particular order, but the following all have devoted fans.

Lightroom
Photoshop
Adobe Camera RAW
NIK Define
Topaz DeNoise
DxO

If you have Lightroom it actually has a decent noise slider. For a plug in, I like Topaz Denoise. Works really well and it's worth the price if you do a lot of low light stuff.

topaz denoise is good, but I would consider shooting lower ISO when possible to eliminate the noise before post processing. also which camera are you using and is it maybe time to upgrade your camera body?

Nik's Dfine works well with very little help. Nik's suite is now free to use and worthy of the download. There are plenty of higher end noise reduction plugins but few that are free and easy to use.

Though I can't recommend it, for obvious reasons, I wrote my own years ago.

Ron, due to the unique noise signature pattern for each sensor, the only thing I can share is the algorithm, or methodology to do so. That is at the bottom of the article I contributed here some time ago.

The new Topaz DeNoise has profiles for Nikon, Canon and Sony cameras as presets. Works nicely in PS and LR.
