Apple iDevice glitch found with new iOS 9.3 Update ... 9.3.1 patch solves it

For those of you who use Apple iPads and iPhones, you may have recently found that you're unable to "click" on a URL within an e-mail such that, as usually happens, the link opens up a new Tab in the Safari Browser. The software update patch, version 9.3.1 fixes this problem.
For those who wonder as to why I bothered posting the above, it's because previously on my iPad Air, such a software update would let itself be known as a number in red at a corner of the Settings Icon. But this update was not "advertised" as usual.
I keep getting the email saying to upgrade my phone with 9.3, but every time I accept it, it says I don't have an internet connection, which I do. Today I got the message that there is a 9.3.1, so hopefully that will work, otherwise I will go to the Apple store and see what's up.
