I need a new computer. Mainly used for photography. I'm trying to choose between the Surface Pro 3 or 4 or the Mac Book. Any suggestions?

I'd go for the Mac Book Pro but if portability is not a real issue then as Bob suggested, consider the 27" iMac, you will not be disappointed.

You can buy almost any computer today (Desktop, Laptop, or Hybrid)configured to handle the processing part. If possible, go somewhere where you can compare the monitors. For photography that is the most important interface between you and your computer.
It would be great if you could put your favorite image on an SD card and sample the monitors using it.

Mac is really good for graphics and photography, but not much else. Surface Pro is pretty pricey for what it is. I'd go with a good quality lap top with lots of storage capacity over the Surface Pro. More bang for your buck, unless you really need the tablet feature of the Surface Pro.

Those of us who prefer a desktop and a large monitor may have priorities different from yours. We may also be older and set in our ways.
If you are determined that a 12-inch laptop screen is adequate for your purposes it may be that your eyes are sharper and younger than ours. Unless you plan to do much more than basic editing, a small screen might be fine.
Between the Surface Pro 3 and 4, there is no reason to consider the older model. Between the Surface Pro 4 and the MacBook Air, take a look at

Then consider the kind of editing you might want to do and whether you want to tie yourself to software available for Windows or Apple.
Surface Pro 4 works pretty good.

Neither one. They are both overpriced and underpowered. Get a high end Dell or HP I7 with a solid video card, 16gb RAM, Windows 10 and a solid state drive. This can be either a laptop (Which you seem to prefer) or a desktop which can grow as your work grows.
The Surface Pro is an awesome tablet, but it suffers from the limitations of all tablets. The MacBook is underpowered unless you pay through the nose and can't easily be upgraded.

It's hard to beat the computing power of a full-fledged desktop. I have referred to tablets as digital coffee table books. I don't know your requirements, and if portability is one of them, then you'll not have much choice other than a tablet or notebook. In that case, I'd personally prefer a notebook for its better processing power.
There is nothing wrong with the new MS Surface, if you want a Win10 tablet/laptop conversion. I do question its utility for editing photographs unless you are looking for a field portable solution.
I agree with Bruce re the ultimate utility of a fully configured desktop.
