It must be the failure of the rehabilitation program. What we need to do is allocate more tax revenues to improving the effectiveness of these rehabilitation programs to ensure we are able to reverse the terrorist doctrine. There's many theories about this and some very prominent individuals on both sides of the spectrum have spoken out on more than one occasion. We are unfortunately not heeding their warnings. But are we doomed?
