I think it's a bit more than that. The risk, the overall difficulty of the situation, etc.
However, I'm in the camp that babies and puppies usually win contests.

That's a great pic. Sadly too many hogs spend too much time comparing Nikon to canon and worrying what lens takes the sharpest brick wall. The camera manufacturers love you upgrading all the time. Take pictures with what you've got. Get that moment. This pic is blurry in places yet has won competitions and admirers
Going swimming
It depends on the rules of the contest. Obviously it wasn't about photo quality - but it was a great capture. Too bad such situations occur and so frequently.

I recently saw a display of Sabastiao Salgado's images. Several of them used the same "grainy" techniques shown in this picture. Salgado is considered, by many, to be one of the great photographers of the the last 30-40 years.
The image is strong...to me at least, in addition to the judges. It's not fuzzy. It's action-blurred. It's made in very low light. It shows action, desperate action. It's a story in an image. An attempt to save a life. A life that's just beginning. A life with, hopefully, a lot to look forward to. But, realistically....
That's not fuzzy at all.
